Some voice actors do phone system recording work on a company by company basis; I looked into this a little myself since I have a "phone system" voice -- I used to act as the operator for a retail store outlet for a major computer company, and was frequently asked if I was real! (My supervisor also commented that I could make a killing in 1-900 numbers... men (sigh)... and no, I didn't consider that harassment, he was a good guy). Sometimes it's simply the voice of an available employee, but I usually wince when I hear these, so I doubt this is the case for your question.
Since you recognize a specific voice, it may be a default voice recording made for the company who made the phone system, that the purchasing company didn't replace with their own personalized messages. You might try asking a company where you recognize the voice, whose phones they use, since I'd assume whomever they buy the phones from would be responsible for the whole phone system. You could then try contacting that company for more information.

There are companies that make the recordings used for automated call answering and forwarding, etc. Probably some company made the recording of this actress's voice and has sold it to many, many companies.
The voices are those of actors who specialize in voice-overs.
