They may need a special program(concidering its cingular) or more likely, you need to open them with something like poweriso, winrar, winace, etc. run a search for the file extention on the net.

.bin is a binary file and as they are pictures you could try this program which is free and supports more file extensions then i can remember, Its called Gimp (GNU Image Manipulation Program) and it can be found here,
