It's not going to be easy seing that the pole likely constains phone lines, power lines, cable lines, and maybe some other stuff.
Basically, call the local utlities and see what they suggest.
EDIT: Sorry, I just noticed that you were in the UK. I'm not sure what utilities use telegraph poles (that should have been a give-away that you were British). Non-the-less, a call to the phone company would be your best bet.

Hi you could try phoning your local town hall or council office they will be able to tell you who it belongs to and wether or not it can be removed and how to go about it.
